The memo represents the results of an analysis by Provost & Pritchard of existing rates. The approach was to estimate required revenues necessary to fund operations and capital improvements over the next eight years. The goal of the analysis is to propose rates that meet this objective and rise gradually over the time period with no large single year increases.

There is a risk that a sewer drain clog is in fact a natural gas distribution line that has been inadvertently bored through the lateral or main. Underground sewer systems are often not marked. The unintentional result is that any utility line can be bored or pierced directly through a sewer lateral in what is known as a “cross bore.”
